State hiring headed for internet

Yeah... this is almost believable. The politicos are going to stop handing out gravy jobs to family and friends because of an online application process. Sure thing, I'm buying it. I believe in Santa and the Tooth Fairy, too.

What I would LIKE to know is how did this California company land the deal for this contract for $1.1 million, when there are already a multitude of highly skilled programmers working and living in Illinois - many of them in the EMPLOY of the state.

What was the bidding process? WAS there a bidding process? Who owns the company? Who do they know in Chicago?
