 <description>&lt;p&gt;Bill Brady of Bloomington wants King Rod Blagojevich, and any future governor, to stand before the combined General Assembly and personally explain the purpose for calling legislators into emergency session.  Makes sense to me - if it truly is an emergency, the governor should be right there in the thick of things to get the situation resolved, not off on other errands.&lt;/p&gt;
